New EU Waste Framework Directive 2025/1892: Textile EPR Becomes Mandatory by April 2028


On 10 September 2025, Directive (EU) 2025/1892 was adopted – a significant amendment to the European Waste Framework Directive (2008/98/EC).


It marks a decisive step towards a circular economy and Extended Producer Responsibility (EPR) in the textile sector.

What changes with the new Waste Framework Directive?

The directive entered into force on 16 October 2025. From that date, EU Member States have 20 months to transpose it into national law.


By 17 April 2028 at the latest, binding EPR systems for textiles must be established in all EU countries.

 

Obligation for Textile EPR by 2028


By 17 April 2028, each Member State must introduce Extended Producer Responsibility for textiles.

EPR for mattresses is optional but not mandatory.

• Producers must register in a national producer register and submit regular quantity reports.

Who is affected?

The new obligations apply to all companies placing textiles or footwear on the EU market – regardless of whether they are established in a Member State or sell directly to end users.
 

Authorised Representative for Producers Without Establishment

Companies not established in a Member State must appoint an authorised representative to fulfil their EPR obligations.
Producers from third countries may also be required to do so, depending on national implementation (Article 22a of the Directive).

 

Focus on Fast Fashion

The new rules create financial incentives for more sustainable product design.
Member States may set higher EPR fees for fast fashion and ultra-fast fashion brands if products, for example:

• have a short lifespan,

• are poorly reusable, or

• have low recyclability.
 

The goal is to promote environmentally friendly and durable textiles, in line with the EU Ecodesign Regulation (2024/1781).

Transitional Period for Micro-Enterprises

Micro-enterprises with fewer than 10 employees and an annual turnover or balance sheet total below €2 million are granted an additional year.


For them, textile EPR will apply from 17 April 2029.

 

Prepare Now for Textile EPR

Directive (EU) 2025/1892 ushers in a new phase of producer responsibility for textiles in Europe.
Companies should begin preparing early for the upcoming registration and reporting obligations to ensure compliance once national laws enter into force.
